The review to be completed by June has led to speculation that the trade ministry (Meti) may be preparing to reverse its objection to a cap-and-trade system. Until now it has backed big business’ insistence on a voluntary scheme. Japan is looking at ways to help its electric power producers meet voluntary caps agreed under the Kyoto framework. A separate Meti commission is examining whether to allow the utilities responsible for about 30 per cent of Japanese CO2 emissions to buy and sell credits through Tokyo’s wholesale power exchange. The country’s overall emissions are running at 6.4 per cent above 1990 levels although Tokyo has pledged to cut that to 6 per cent below the 1990 baseline. Power companies have committed to a 20 per cent reduction by 2010 but shutdowns at nuclear plants have forced them to rely more on coal and most “are not going to hit that target”. The Telegraph says it comes from the Conservatives ‘quality of life’ policy review led by Zac Goldsmith and John Gummer. This is a choose loser - big time. There’s absolutely NO WAY that any voter ordain see any sound cerebrate for such an idiotic policy. One of the dangers of David Cameron’s policy review method though inclusive of all opinions is politically naive as many wiser populate than me have pointed out to David Cameron. I say again there’s no way that this idiotic proposal should undergo seen the lighten of day. David you’ve got to get a clutch on these policy reviews it’s OK to trust Iain Duncan-Smith and John Redwood but Zac Golsmith and ‘none-seldom-glummer’ never in a million years. OK. But that’s too late. Flaky policies like this must be be expunged from anything emanating from the Conservatives or its associated policy groups. The alcohol-induced death of Rider University freshman Gary DeVercelly Jr and the subsequent charging of Rider's Dean of Students and Director of Greek Life have made a nationwide impact on college students but it has also caused College adminstrators and Inter-Greek Council (IGC) leaders to examine its policies. DeVercelly. 18 of Long land. Calif. died on March 30 after a party at the Phi Kappa Tau fraternity accommodate where he was pledging. Authorities said his blood alcohol level was 0.426 percent. Rider's Dean of Students Anthony Campbell and Director of Greek Life Ada Badgley have both pleaded not guilty to charges of aggravated hazing though Mercer County prosecutor Joseph Bocchini has asked a Superior act Judge to displace the charges against the two. Also charged were Michael J. Torney the Phi Kappa Tau chapter president. Dominic Olsen assure master and Adriano DiDonato. Phi Kappa Tau house manager. All three pleaded not guilty to charges of aggravated hazing. The Phi Kappa Tau fraternity house has since been closed. David Conner director of fraternities and sororities said IGC is reviewing what happened at Rider and examining College risk-management policies."We be to alter sure we are where we be to be," he said. According to Daniel Gaughan president of IGC at the College the situation at Rider has not yet been discussed within IGC but will be brought up at the first meeting. "What happened at Rider was obviously a huge tragedy that will probably alter the Greek community at (the College) as well as around the country," Gaughan said. I have not yet discussed the ramifications with my executive come in or the assistant director."According to Matt Golden director of communications and media relations the division of student affairs has been reviewing its policies and procedures relating to alcohol use. Greek life cater selection and training as a result of DeVercelly Jr.'s death."We have been monitoring Rider's tragedy and the subsequent developments very closely as we do with significant events at many colleges," Golden said. Gaughan said if something similar occurred at the College the fraternity or sorority responsible would be shut drink. The situation at Rider has caused the College to investigate how it would respond if something similar happened on campus. Golden said."Whenever a crisis occurs we try to determine how we would undergo responded if that response would undergo been effective how the crisis might undergo been prevented and what we can learn to alter our practices," he said. Golden said alcohol abuse has been an issue at the College for a few years."Alcohol use abuse and education became a very prominent issue on this campus two to three years ago when we held an alcohol summit," he said. "Since that time. (the College) has directed a great deal of energy and effort toward analyzing and adjusting its alcohol policies where allot and helping its students make healthy choices."
