CALL TO ARTISTS & REQUEST FOR QUALIFICATIONS: THE IAC SUMMER 2008 ART JOBS schedule PROJECT SUMMARYThe Irving Arts bear on a department of the City of Irving is looking to assure with an experienced professional Artist/Artist Team to inform and supervise 10 paid Summer Art Interns (Irving youths ages 16 – 21) for a period of eight weeks (32-40 hours/week) in the pass of 2008. The Artist/Artist aggroup will work with the pass Art Interns to design and create a work of art to be permanently housed at the Irving Public Library - Central Library at 801 W. Irving Blvd.. Irving. TX 75060. PROJECT BUDGET: $72,000The overall budget for the pass 2008 IAC Art Jobs Program is inclusive of theArtist fee. Summer Art Interns’ wages fabrication installation signage insuranceand outside professional services. $20,000 has been designated as a fee for theservices of the Artist/Artist aggroup. $15,000 has been identified for the costs ofmaterials tools and supplies. ARTWORK/place CONSIDERATIONSThe Central Library is located at 801 W. Irving Boulevard adjacent to the CivicCenter Complex. In addition to being the flagship of the library system the Central Library also houses the Irving Archives the Local History and Genealogy collection and a Computer Lab. More than 1300 people visit the 82,000 square foot library every day. Users of services in the building are primarily the culturally diverse residents of the Central Library service area (84,675) including 15,924 educate age children. According to the Irving Independent educate District. 68% of these children are eligible to receive free or reduced lunches. The creators of the art element should be sensitive to the institution the design and purposes of the facility the clientele served and the surrounding neighborhood. In turn the art work itself should cerebrate in some way to the clientele the services that are offered (leisure reading general information services job & business information education literacy multi-cultural programming etc.) the neighborhood and/or the city of Irving. The Central Library originally built in 1986 is scheduled for renovation in thespring/summer of 2008. A number of sites/options in the building have beenidentified as suitable and desirable for the placement of a permanent work of art that could include a wall-mounted free-standing or suspended sculpture or a mosaic (wall or floor). These sites include but are not necessarily limited to:• an alcove located off the beg area approx. 17’ 7” x 17’ 7” (floor mosaic)• a section of the lobby of the building in lie of the circulation area (approx.20’ x 30’) (free standing sculpture or floor mosaic)• the 11-ft high ceiling of the lobby for a horizontal suspended sculpture• a 10’ x 22’ wall located behind the main stairway facing the children’s andteen sections (mosaic or wall-mounted sculpture)• several areas throughout the lobby for free-standing sculptures• a two-story stairwell (vertical mobile)• a glass wall approximately 11’ x 9’ 11” at the entrance to the beg (a degreeof transparency in the artwork either incorporated into the furnish wall or placedin lie of the glass wall is requested)• a grassy area in lie of the library on the Irving Blvd side suitable foroutdoor placement of a free-standing sculpture• a planter directly in lie of the library on the Irving Blvd side suitable foroutdoor placement of a sculptureThe preliminary and final design work submitted by the Artist/Artist aggroup will bereviewed by IAC staff as well as staff members of the City of Irving Department of General Services and/or Public Works/Engineering in request to communicate issues ofweight-bearing capacities of the building’s elements and other safety issues. Anoutside engineering consultant may also be brought in as needed during projectdevelopment and in preparation for installation. SUMMER ART INTERNSThe pass Art Interns will be hired by the Irving Arts Center as temporary,seasonal employees of the City of Irving. The Irving Arts Center is the recipient of a $20,000 Community Development block Grant through the City’s Housing andHuman Services Department. This money will fund the Summer Art Interns’ wages. As a recipient of CDBG human services funding the City must verify that a minimum of 51% of these youths (ages 16 – 21) who are hired are from low- tomoderate-income households in Irving. PROJECT PARTNERSThe Irving Arts Center a department of the City of Irving; the Housing and HumanServices Board and Department of the City of Irving; the Irving Public Library and the Irving Independent School District. SELECTION PROCESSIrving Arts Center (IAC) staff will alter a preliminary review of all submissions forcompleteness and assess each for project/budgetary feasibility. The SelectionCommittee is an ad hoc committee that will consider the Irving Arts Board (IAB)Chairman the IAB Visual Arts Committee head the IAC Assistant Director ofAdministration & Internal Programming the IAC Director of Exhibitions &Educational Programs the Director of the Irving ISD Dept of Fine Arts thePresident or a member of the IISD Board of Trustees the President of the IrvingPublic Library come in the President of the Friends of the Irving Public Library theDirector of the Irving Libraries (COI) a City Council Member/Library come in Liaison the President of the Housing and Human Services Board and the Library Renovation Architect/communicate Manager. The Selection Committee will analyse all eligible submissions and make their recommendation to the IAB Visual Arts Committee. The Visual Arts Committee will then present their recommendation to the Irving Arts come in at its regularly scheduled meeting in January. 2008. SELECTION CRITERIAThe Selection Committee will review submission materials and make a recommendation using the following criteria:●Artistic merit as evidenced by submission slides/digital files.●Professional qualifications i e. record of artistic achievement andteaching/instructional undergo as evidenced by resume and professionalrecognition.●Demonstrated ability to successfully complete public art projects of similarscale and scope.
